South Dakota is the state that legislates its own redesign clock: the standard plate must be "of different design each seven-year period" — a standing duty to change the look on schedule, not a wear-driven replacement cycle. The statute separately authorizes a replica of the Mount Rushmore sculpture on the plate, conditioned on the sign-off of the Governor, the revenue secretary, and the warden of the penitentiary whose plant makes the plates.

SDCL 32-5-83's seven-year design duty is a fixed-period requirement that the plate's look change on schedule. AAMVA recommends a 7-to-10-year replacement cycle for a different reason (sheeting decay); the two coincide at seven without being the same rule.

Nine Sioux tribes participate; the plate substitutes for the regular plate, and eligibility runs to any resident, not just tribal members.

The serial says nothing — the tribe's seal and name do the talking, one design for each of South Dakota's nine Sioux tribes, with no county number in sight. The plate fee is routed to that tribe for reservation roads and bridges.
